Battery terminal wipe arm puller It works similar to a pulley removal device simply slide the tool  adjustable arms behind the wiper arm, then spin the large threaded adjustment nut to secure the tool arms. Pull the wiper arm off of its mounting

Features :-

To begin the removal process, spin the T-handle on the threaded shaft clockwise. 
Also removes bolted on windshield wiper arms that fit over a tapered spline. 
Use to remove battery terminal clamp without damage
